VSR – Virtual Situation Room and Operational Monitoring
VSR (Virtuaalne Situatsiooniruum, "Virtual Situation Room") is Estonia's consolidated platform for operational monitoring and real-time situational awareness (C2).
The system brings national open data, sensor networks, telemetry and open-source intelligence (OSINT) together on a single interactive map.
In the media: Geenius digital show, 5 Oct 2026 (in Estonian) — the hosts spent an hour in VSR and talked about what they found. 📻 The Radio (Estonian) also works without the map: vsr-app.ddns.net/raadio.html (phone, car).
Airspace and air traffic
Real-time flight monitoring and a complete airspace picture over Estonia's area of responsibility and the surrounding region:
- ADS-B data and transponders: updated 08.10 Real-time position, altitude, speed, vertical rate, squawk codes and flight tracks of civil and military aircraft.
- Estonian airports & LiveATC: Tallinn (Lennart Meri), Tartu, Kuressaare, Kärdla and Pärnu airfields with integrated live air traffic control (TWR/APP/ACC) radio feeds.
- Multi-source ADS-B: aircraft positions are merged from several community networks (adsb.lol, adsb.fi; airplanes.live, OpenSky and others as reserve). Each source is polled at its own pace within its limits and the last good answer stays valid for 60 s, so a single slow feed no longer blanks the map. The source status is shown in the API (
/api/planes → sources) and in the Analyst situation sheet.
- Weather balloons & radiosondes: Estonian Environment Agency and international stratospheric meteorological sondes with live telemetry (SondeHub).
- Airspace restrictions (NOTAM): Estonia: EANS official active danger areas, firing zones and restricted areas on the map. Finland: ANS Finland / Fintraffic NOF public pre-flight bulletin (ais.fi) – area activations, drone areas and GNSS warnings.
- Obstacles from NOTAMs: temporary obstacles (cranes, masts) at their exact position with height.
- Drone areas (UAS): Official UAS geographical zones of EANS and the Estonian Transport Administration – prohibited, permit-required and conditional areas (updated daily). Does not replace the EANS drone map for flight planning.
Maritime traffic and subsea infrastructure
Real-time monitoring of shipping in the Baltic Sea and the Gulf of Finland and of critical subsea infrastructure:
- AIS transponders: Real-time positions, destinations, ETA, draughts and speeds of passenger, cargo and tanker vessels. Coverage: the whole Gulf of Finland up to St Petersburg, the Gulf of Riga and Pärnu Bay, and the central and southern Baltic (plus community AIS feeds).
- Vessel tracks & shadow fleet: Vessel movement trails and identification of sanctioned and shadow-fleet vessels by IMO/MMSI (EU, UK, OFAC, Ukrainian GUR and other lists via OpenSanctions) with a behavioural risk pattern.
- River and lake levels (Estonian Environment Agency): new 11.10 water level at about 60 hydrometric stations, hourly, layer "River and lake levels" in the Maritime group. As no official flood limits are published for rivers, the level is compared with the long-term mean and maximum for the same month: yellow = elevated, orange = above the long-term monthly maximum or rising fast, red = far above the maximum. Warnings go to the Radio and the Analyst; the layer switches itself on during a warning. At stations affected by dams or hydro plants (Räpina, Roostoja, Narva) a fast rise alone does not trigger a warning.
- Heavy-rain totals (weather radar): new 11.10 1 h and 3 h rainfall totals are computed from radar frames (every 5 min). If ≥20 mm in 1 h or ≥30 mm in 3 h falls near an Estonian settlement, the Radio warns of possible flooding of streets and underpasses (≥35 mm / ≥50 mm: likely flooding). These are radar estimates (±30–50 %).
- Sea level (Estonian Environment Agency): new 08.10 real-time sea level at 15–17 coastal stations (EH2000 datum, hourly), layer "Sea level" in the Maritime group. Station markers are coloured against the Weather Service's official level-1 limits (Pärnu +180, Narva-Jõesuu +180, Haapsalu +160, Pirita +100, Kuressaare/Roomassaare +170 cm; other stations use derived limits, marked as such), with trend, 24 h chart, water temperature and wind in the popup. Warnings in the Radio and to the Analyst from 75 % of the limit or a rise of ≥10 cm/h; low water is monitored too (Pärnu −50 cm official; Virtsu and Heltermaa −40 cm, ferry traffic). The layer switches itself on during a warning.
- Subsea infrastructure: Communication cables, power interconnectors (Estlink 1 and 2), gas pipelines (Balticconnector) and their protection zones.
- Nautical charts & navigation: The Estonian Transport Administration's official nautical chart (Nutimeri, ENC) and Finnish Traficom charts with depths, shoals and fairways, EMODnet Bathymetry and OpenSeaMap navigation marks (buoys, lighthouses, fairways).
Critical infrastructure and energy monitoring
Monitoring of faults and the real-time state of the national energy infrastructure and road network:
- Elektrilevi outages: Real-time medium- and low-voltage grid power outages, fault areas and the number of customers affected. new 18.10 Planned works that are in progress right now are also shown, in blue (as under "currently active" on Elektrilevi's own map); the fault count, the Radio and the Analyst still use unplanned faults only.
- Cross-border power and gas flows: fixed 08.10 EstLink 1 and 2, the Finland total, Latvia and the Balticconnector gas flow with direction are read from Elering's dedicated cross-border endpoints (earlier the figures were read from the wrong endpoint and showed 0). Missing data is reported as missing, never as zero — this feeds the Analyst.
- Elering transmission grid: 110 kV and 330 kV trunk lines, substations and the national generation/consumption balance with a 24-hour generation and consumption chart.
- Population density: Statistics Estonia 1 km × 1 km population grid – map layer and the number of residents in a selected area.
- Tark Tee road monitoring: The Transport Administration's road weather stations, road cameras, roadworks, hazardous road conditions and traffic accidents.
- Road hazards (DATEX II): Transport Administration Tark Tee DATEX II safety messages (animals on the road, obstacles, slippery road, fog, wind) together with road weather station and variable message sign warnings – map layer and radio.
Security and electronic warfare
Signals intelligence, the frequency licence register and electronic warfare monitoring:
- Air-threat alerts: new 18.10 EE-ALARM alerts have no public data feed, so this layer collects ERR news and kriis.ee reports about air and drone threats and colours the counties they name. Red = active (until an "all clear" report or 3 hours after the latest report), grey = ended in the last 24 hours. The popup links to the reports; it is based on media reports, the official alert is sent to phones via EE-ALARM.
- REMP frequency licences and masts: Official TTJA radio, broadcasting, aviation and mobile network masts with a frequency filter (0–40 GHz).
- GNSS/GPS interference detection: Signal analysis of the Land Board's ESTPOS reference stations and GPS interference reported in navigational warnings.
- Defence Forces training areas: Official firing times and activity of the Central Training Area, Sirgala, Nursipalu, Klooga and other ranges.
- Russian border region warnings: Official weather warnings, emergency warnings and daily summaries from the EMERCOM (МЧС) directorates of the Leningrad and Pskov regions, summarised in English and Estonian – on the map and on the radio.
- Eastern border monitoring: Land border markers and waiting queues at the Narva, Koidula and Luhamaa border crossings.
OSINT and social media analysis
Spatial event analysis and open-source intelligence tools:
- Area analysis (geofence): Draw a circular or rectangular operational area on the map and generate a consolidated report in seconds (residents, vessels, aircraft, outages, hazards, roadworks).
- Google dorking on social media: Automatically generated location-based searches of Telegram channels, X (Twitter), TikTok and Instagram without a login wall.
- Satellite and weather data: NASA FIRMS satellite hotspot (fire) detection, Esri high-resolution orthophotos, and the Estonian Weather Service's live radar and lightning strikes.
Latvia and Lithuania new 18.10
In addition to Estonia, VSR is starting to show information about Latvia and Lithuania:
- Country selection: buttons Estonia, Latvia and Lithuania at the top of the layer menu. Only Estonia is on by default; the choice is remembered in the browser. Each country's layers have their own section.
- Latvia power outages: Sadales tīkls public outage map — unplanned and planned outages and the number of connections.
- Lithuania power outages: ESO public outage map — outage areas, number of customers and cause.
- Latvia air-threat and public alerts: 112.lv publishes the alert that NBS and VUGD send to phones; the map shows the alert area (yellow = possible threat, orange = threat in the airspace) and the original Latvian text. An ended alert stays visible in grey for 24 hours.
- Latvia road events: new 19.10 traffic information from Latvian State Roads (LVC): accidents, closed roads, hazards and road works as road sections on the map, description in Latvian.
- Latvia eastern border markers: new 19.10 the Latvia–Russia and Latvia–Belarus border line and border posts. On the Belarus border all markers (with number, type and post) come from the official demarcation coordinate catalogue (2008); on the Russia border the data comes from OpenStreetMap mappers, not an official register.
- Lithuania road cameras: about 300 state-road cameras from Via Lietuva (eismoinfo.lt); the latest image opens in the popup.
- Baltic assessment: the Analyst panel has a "Latvia & Lithuania" section — a separate assessment every 3 hours and immediately after a Latvian air-threat alert (alerts, ships in coastal waters, military aircraft and drones, power outages, hotspots). Only findings for the countries selected in the layer menu are shown.
- Baltic overview on the Radio: after each Baltic assessment a short overview is read out — only to listeners who have Latvia or Lithuania selected.
- Ships: AIS coverage now includes the Lithuanian and Courland coasts (Klaipėda, Liepāja, Ventspils).
VSR Analyst new 05.10
An AI analyst that reads the same machine-readable data stream as the map and answers the question "so what?":
- Situation sheet: every hour (and immediately after an important event: national alert, radiation, GNSS anomaly, Russian border-region alert, energy, balloon, sea level, a ship loitering over cables) the server compiles a numbered situation sheet of all layers — ships, aircraft, GNSS, radiation, energy, outages, border, warnings, NOTAMs, fires, roads, weather, military areas, Russian alerts, news, sensors — and compares each figure with its own normal level for that hour and weekday.
- Assessment: the model (Anthropic Claude Haiku; Google Gemini and Groq as fallback) returns a level (normal / elevated / high / alert), a plain-language summary, findings with severity and confidence, and references to the sheet rows it relied on. Every reference is validated; an alert needs high confidence and at least two independent rows.
- Panel: the 🧠 Analyst button opens the latest assessment with findings, the facts behind each reference, watch items, changes since the previous run, data gaps and history. Estonian and English.
- Bulletins: alert- and high-severity findings go to the Radio (max two per cycle, no repeats within 6 h) and alerts also by e-mail.
- Honesty rules: missing data is reported as a gap, not as zero; routine events (e.g. the daily FMI radiosonde from Jokioinen) are filtered out and do not trigger the Analyst.
VSR Radio
An automatic Estonian-language operational radio that reads out new events on the map (Estonian only for now):
- Radio on the phone and in the car: new 08.10 a lightweight page /raadio.html without the map — big button, bulletin text and recent bulletins; audio continues with the screen locked, with pause and "next" on the lock screen (Media Session). While idle a quiet air-bed plays so the phone does not suspend the page.
- Analyst and sea level in the Radio: the Analyst's alerts and high-severity findings, sea-level warnings (station, cm, trend, ferry impact) and the "new layer" notice are read out; routine weather-station radiosondes are no longer announced.
- Flood warnings in the Radio: new 11.10 high water on rivers and lakes (station, level in cm, 24 h change, comparison with the long-term monthly maximum) and weather-radar cloudbursts with ≥20 mm in 1 h or ≥30 mm in 3 h (place and estimated rainfall, flooding risk for streets and underpasses).
- Power-outage area: new 14.10 when at least 5 faults cluster within 15 km, the Radio also names the area (e.g. "All 15 faults are in one area: around Tihemetsa, Pärnu County"); a new cluster is always announced. The Analyst gets the same information as a separate line.
- Suspicious AIS transmitters: new 14.10 a stationary suspicious transmitter (e.g. a test transmitter on land) is announced once, and again only if it moves more than 1 km or after a week.
- Event bulletins: national crisis and cyber alerts (kriis.ee, RIA), power outages, rising background radiation, navigational warnings, shadow-fleet vessels, military aircraft, thunderstorms, balloons and weather sondes, fire hotspots, main road closures, spot price peaks, weather warnings and the number of vessels at the Gulf of Finland anchorage.
- "While you were away": when a listener returns, a summary of what happened during their absence (up to 30 min) is read out; many vessel notices are merged into one short overview.
- Morning and evening review: a summary of the past 12 hours with today's (morning) or tomorrow's (evening) Defence Forces training area schedule.
- Time and weather: a time announcement on the hour and half hour and a short weather report at quarter hours.
- Estonian speech synthesis: University of Tartu Neurokõne (TartuNLP) low male voice.
Map tools
- Distance measurement: Shift+click on the map or the 📏 button – distance in kilometres, statute miles and nautical miles plus initial bearing (WGS84 ellipsoid, great circle). Endpoints can be dragged.
- Sharing: the "Share" link stores the map view together with open info cards and the popup – the recipient sees the same picture.
- Multi-Select: several objects as info cards side by side; the card list scrolls.
- Data freshness: new 14.10 every enabled layer in the layer menu shows a coloured dot: green = data is fresh, yellow = data is late or partial (e.g. some regions have no working aircraft source, or TomTom traffic tiles are limited and cached tiles are shown), red = the source is not responding. Hover (or tap on a phone) to see the reason and the time of the last update.
- Signal loss: new 14.10 a vessel whose AIS goes silent stays on the map for 30 minutes, and an aircraft whose ADS-B goes silent in the air for 10 minutes, as a faded grey marker at its last known position with a dashed ring and a "📡✕ X min" label; the info card says when the signal was lost. Shown only over Estonia, the Gulf of Finland and the Gulf of Riga (at the edges of coverage targets simply leave the receiver range); stationary ordinary vessels and landed aircraft are not shown, sanctioned and shadow-fleet vessels are shown even when stationary. These markers do not affect the Radio, the Analyst or the counters.
- Language: the 🌐 button switches the interface between Estonian and English;
?lang=en opens the map in English.
